Once you are strongly convinced that God is indeed sending you strongly gifted leaders who are veterans and who walk in integrity, as those people show up, sometimes in numbers, you may not have the time to devote yourself to each of them as a developer. 

If you are the lead pastor as I am now and have been in the past numerous times I have started churches, I count on my sense of “Who is God’s hand most clearly upon in the mix here?” Or to put it another way, “Who is the most likely going to take over for me eventually?” Or, “Who is the most likely of those here to be an outstanding church planter?” 

Other leaders in your mix will hopefully give themselves to the development of other budding, spectacular leaders who are joining with you.
