The forward progress of any organization has always and will always depend on leadership. There is a shortage of "great" leadership. Jesus pointed this out when he commented that the fields are white, they are ready for harvest and that we ought to pray for laborers to go into the harvest. These laborers are the leaders he is looking for.
So how are leaders identified, stirred up, called out?
Are they made or discovered?
My experience is they are both made and born. Depending on the leadership issue in question, the more gifting required, the more likely the leader the leader is born with the giftedness required. Giftedness cannot be "created" by coaching or development. But it can be enhanced.
Let’s be on the look out for leaders constantly. Let’s call them out. Let’s welcome them forward continually. Let’s celebrate their part in what is going on. The search for leaders is a lifestyle, not an on again off again thing.
